Update:
Although Stephen Brown withdrew from the RACE in 2017, and his name did not appear on the Ballot, it seems that Mr. Brown still serves as Puppet Master from behind the scenes. Take note of the long history of Mr. Brown and our School Board. Yet, during the 2018 campaign Mr. Brown found it necessary to accuse Howard Haughton of numerous issues that were served up against the Residents of Englewood. 

What is the real reason that Stephen Brown, Glenn Garrison and Eugene Skurnick do not want Howard Haughton on the School Board?

With the exception of the 2013-14 School year, Mr.  Brown has been a member of the Englewood Board of Education since 2004. His name appears on my 20 year old granddaughter's moving up Ceremony and program from Lincoln School in that year. Mr. Brown has been on the board and served as President 3 times. In all this time, Mr. Brown has not earned the distinction of Certified School Board Member. Mr. Brown has marched to his own drummer dragging along his fellow Board Members regardless of the kicking and screaming.
  • 2000 - Mr. Brown joined the NJ Bar Association 
  • 2003 - thereabouts Mr. Brown's license to practice Law in the State of NJ was suspended. What exactly does it mean when an attorney's license is suspended?

  • 2003-2004 Mr. Brown elected to EPSD School Board - None of Mr. Brown's 2004, 2007, 2010, 2013 campaign speeches reveal or address in any way his inability to practice law. On the contrary, his speeches continue as before with his claims of pro bono work and other charitable actions that require an intact legal license.
  • 2004-2005 October 4, 2004 Superintendent Dr. John Grieco passed away (February 2004 Assistant Superintendent Roy Hermalyn arrested for allegedly sexually molesting Englewood students. Stephen Brown was elected in April of 2004.)
  • 2005-2006 - (Hermalyn sexual abuse case looms in the background) Tests Scores in the District begin to plummet. 
  • 2006-2007 - Thousands of dollars spent on litigation. (Hermalyn case looms in the background)
  • 2007-2008 - BOE eliminated Reading Specialists in the District (Hermalyn case looms in the background.)  (March 26, 2007 Stephen Brown, Carol Lisa & Glenn Garrison file Ethics Complaint against David Matthews}
  • 2008-2009 September 22, 2009 Mr. Brown's license to practice law in the state of NJ was revoked by the Supreme Court of the State of New Jersey. December 15, 2008 The Hermalyn Case was argued and Decided.

  • 2010-2011 Hired Donald Carlisle, a Superintendent not certified in NJ and paid him over the NJ Cap on salaries for Superintendents. His Contract started causing problems with EPSD and the state.
  • 2011-2012 Allowed the Superintendent, whose contract was never approved by the state to hire more teachers than we had classrooms in which to put them. Many of them were not certified.
Carlisle opened the registration process for Quarles School putting an end to the practice of forcing Black and Brown children onto a giant waiting list of over 50 children every year. Now it seems that we are back to that.
(November of 2011, George Garrison III, President of the Board Suggested that EPSD go window shopping for replacements for Secretaries and Paraprofessionals.
The overcrowding at Quarles School came about because it was discovered that nearly 60 black and brown children had been kept on waiting lists for years. When confronted with the severity of the discovery, Dr. Donald Carlisle accepted all 57 of the children on the waiting list for preschool that year. My grandson was among those allowed to attend. Thus, the overcrowding at Quarles begins.
  • 2012-2013 Spearheaded the movement to outsource "paraprofessionals and secretaries" Hermalyn Case argued again on May 30, 2012. and Decided July 24, 2012. 
  • 2013-2014  (Mr. Brown was not re-elected and had to sit out this year. Fallout from championing firing over 100 Englewood Residents during the Outsource debacle.)

So Taxpayers, as long as our children are allowed to attend preschool, there will be crowding at Quarles. The Englewood Public School District, under Stephen Brown's control, built a million dollar shed on the shoulder of a stream for machines while our most vulnerable treasures were without adequate educational facilities. This problem was evident when Stephen was on the Board and he did nothing and said nothing of it. Yet, he used it as a ploy against his opponents to gain re-election in 2014.
 "The Society of Corporate Secretaries and Governance Professionals Names Stephen L. Brown as President and CEO. Mr. Brown Brings Deep Experience as both a Corporate Governance Thought Leader and Securities Lawyer to the Society.."  (With a revoked license, Stephen Brown cannot serve as "In house general counsel".) Securities Lawyer? By 2014, Mr. Brown's license to practice Law in the State of NJ had already been revoked for nearly 5 years. He had not practiced law legally since 2003 or 04 when his license was suspended. 
  • 2014-2015   On or about May 13, 2014, the Board approved an agreement whereby Carlisle would resign from his employment as district superintendent effective June 30, 2014.

    July 11, 2014 Carlisle, the Commissioner rendered his Decision. Thursday, October 30, 2014 Stephen Brown's Campaign statement to the Press is a fine example of the Master Conman at work. It is curious that he says that test scores dropped in the year that he was not on the board. Imagine that. 
  • October 16, 2014 A Report on the State of the District was given by Michael Roth, the Interim Superintendentat the time, "this is not a one year phenomena, just unadorned facts and statistics!". 
  • 2015-2016 How do you describe the actions of someone who calls himself an "anti-activist"? What do you get when you mix someone who specializes in "anti-activist defense" with members of the ETA, NJEA, NJSPA, Parents, and Community members? Discord and student failure is what we got.
  • 2015 - An IRS Tax return/record from The Society of Corporate Secretaries and Governance Professionals, LLC lists Stephen Brown as an employee at the rate of $216,686 +. (Remember that this man's license to practice law was revoked in 2009 in NJ and suspended in NY in 2007.) He worked in a job that required a legal license. At the same time he runs a Board that is supposed to uphold the Law in making sure that all teaching personnel is certified and licensed. He, himself, worked under a suspended and a revoked license. like the HR person who hired most of the staff found to be un-certified.
  • 2016-2017 - Brown and Garrison recruited 3 women to run on the "Mothers Know Best Slate". They all won, putting Stephen Brown back in full control of the Board with 7 -  3rd Ward Board Members, including 4 who live within a stone's throw of each other.

    June 13, 2017 - High school screwed up and now kids are reportedly paying the price
    June 13, 2017 -  New Jersey high school requiring extra sessions to graduate
      • 2017-2018 Mr. Brown's term is up. He is on the ballot again. The Long Con only works when people are in the dark and do not know the truth. Hold Mr. Brown accountable.  Hold him to a higher standing. He needs the training that he has never sat still for that is mandated by the state. Make him get it if he is re-elected.
      After the lawyers license to practice has been revoked, the Lawyer must retake the BAR Exam and start all over again and pay ALL of the required funds. There is no partial re-enstatement. Keep in mind, that Attorneys in this position may not practice at all. No Pro Bono, no teaching of the law. No working as an Associate General Counsel in Companies..no in house Counsel work either...No telling taxpayers that you are a practicing attorney during campaigns. That my friends, is called Negligent Miss-representation.
      "..Under R. 1:28-2(c) enacted by the Court in 2004, anyone whose license is revoked will cease to be a member of the Bar of New Jersey and must undergo the full admissions process, including the bar examination, to regain membership. Once ineligible, a lawyer remains ineligible unless and until all obligations for all years are completely fulfilled.        Lawyers must pay what I call "malpractice insurance" like doctors, dentists, CPA's and other professionals. They are not allowed to practice if this insurance is not paid. Attorneys who fail to comply with the mandatory continuing legal education (CLE) requirement are reported to Supreme Court Board on Continuing Legal Education.  Licenses are suspended.

      To top this all off, Mr. Brown has been in charge of the Academic Affairs Committee  most of his time on the Board.

      Mr. Brown's 15 or more years on the Board were not very productive in terms of New Jersey  School Board training. Mr. Brown and Mr. Glenn Garrison were so resistant to participation in this mandated training that we created an online petition and a paper one gathering support for forcing them to comply. Mr. Brown's complete "Official NJSBA Transcript is below. Note that he only completed 13.5 credits in his entire time on the School Board. Some of us are determined that no other School Board Member SHALL  be so callous with the LAW while serving on the Englewood Public School Board.


      Mr. Brown served 5 terms on the Board and earned less than 16 Credits from the New Jersey School Boards Association. Mr. Brown served as President and Vice President several times during those 4 terms.
